The information contained in them includes the personal particulars of the arrestee and the complete details of the arrest. That means a no-record-found covers only the state for which the search is conducted. It is reasonable to speculate that the FBI has a federal Police Arrest Record database but it is not likely to be publicly accessible in view of security reasons.
